I have the honour to acknowledge the receipt of Your Lordship's desTMatch Amber 764 (P.4788/258/10) of September 9th, transmitting
a copy of a Memorandum by the Governor of
Hongkong on the subject of Kowloon and the
Few Jerritory.
A shorter memoranda, which forms the basis of that enclosed in Your Lordship' dɛspatch, was given me for my confidential
information by ir William Peel when I passed
through Hongkong in February last and His
Annelloney informed me that a copy had been commaniosted to His Majesty's reveraɛat. (A copy of this original mɛmorandum was sub- soquently transmitted to me in foreign office despatch Harber 184 (P265/258/10) of February (th). informed Sir Fillim eet at that
time that I agreed substantially with his
